Nuclear weapons scenarios will usually involve a large number of concurrent launches, and smaller tactical rockets (air-to-air missiles, say) are used in situations where uncertainty is the order of the day to begin with; if 1-5% of them or so are lost to weather events, it doesn't greatly affect the "business plan".
