$\begingroup$ The number of astronauts is limited by the number of simultaneously docked Soyuz capsules at the ISS. For each astronaut there should be a seat in docked Soyuz if an emergency evacuation is necessary. $\endgroup$ – Uwe Mar 16 at 20:23

$\begingroup$ @Muze you cannot fit more than 3 people into a Soyuz. There just isn't enough room for that. $\endgroup$ – Hobbes Mar 17 at 8:34
