Gravity is 1/6 on the moon (as compared to Earth). So to launch a rocket there will take considerably less fuel. On top of that, the moon circles around the Earth so you could give the rocket all initial velocities in its plane of motion. The withdrawals are costs and freedom of the astronauts (and everyone around them), obviously. Have I answered my own question already?
