Wikipedia claims that Voyager 1 downlinks on 2.3 or 8.4 GHz (where 2.3 GHz is about 13 cm), and claims that Voyager 2 uses a 3.6 cm wavelength (which would be about 8.3 GHz) X-band downlink. This isn't critical to your answer, but it does seem to be a rather odd anomaly.
